Introduction
The County of Culpeper was created in 1748 from Orange County Virginia, which was created from Spotsylvania County, Virginia in 1734 and Spotsylvania was created from Essex, King and Queen, and King William Counties. Essex was part of Old Rappahannock in 1692, King and Queen from New Kent in 1691 and King William was created from King and Queen County in 1700. New Kent County was created in 1654 from York which was part of James City County created in 1634 as Original Shire. The county seat is located in Culpeper, Virginia.

David Easley TOTTY and Pokie Ann Thornton TOTTY. D.E. TOTTY was the son
of John E. and Elizabeth Caroline SMITH TOTTY, and grandson of Robert and
Matilda EASLEY TOTTY,
great grandson of Robert and Sandal ANDREWS TOTTY.
John Walker TOTTY was Cordell Hull's secretary in Washington DC
When Senator Hull became Secretary of State under President Franklin Roosevelt,
Walker TOTTY became Assistant Secretary to the Democratic Senate.
Maybe the reason Rhoda SPRADLING TOTTY was so interested in the government,
was because the TOTTY men were active in politic's like her nephew's son
John Walker TOTTY.
Likely, Douglas Herbert TOTTY above is the son
of John Walker and Mattie (Carothers) TOTTY.
